Because the next legislative cycle is already underway, organizations need structured, reliable intelligence more than ever. The January release ensures a secure and enhanced delivery experience for all users.
New legislative sessions, budget revisions, and policy shifts can create sudden instability for nonprofit and mission-driven organizations.
Without a structured resilience strategy, small warning signs can quickly escalate into operational, financial, or programmatic risk.
Our Program and Policy Resilience FrameworkTM was designed to enable you quickly identify risks, set priorities, and plan for disruption, so your programs, operations, and funding remain stable.
Our Policy and Program Resilience FrameworkTM includes-
Policy Disruption IndexTM
Evaluate your exposure to shifting legislation, funding flows, and political risk.
Action Prioritization FrameworkTM
Rank your organizational responses by urgency, impact, and alignment with mission.
Scenario Planning FrameworkTM
Explore alternate futures and pre-plan for multiple policy or budget outcomes.
These tools work together to help you anticipate disruption—not react to it.
Developed by our Chief Executive Officer and Chief Innovation Officer, Krystel Reid Heath, MSW, drawing on more than 20 years of leadership in governmental relations, policy analysis, and nonprofit strategy. The methodology of the Policy & Program Resilience Framework™ reflects real-world policy complexity because it was shaped by work that includes previously:
Serving as Policy & Outreach Manager at South Carolina Housing (SC Housing), where she co-led the South Carolina Housing Solutions Task Force, collaborated with the SC Emergency Management Division, SC Disaster Recovery Office, FEMA, and HUD on statewide resilience initiatives, and co-developed the State’s Housing Action Plan, supporting the State in securing $150M+ in HUD Community Development Block Grant-Disaster Recovery (CDBG-DR) funding for disaster recovery and long-term housing stabilization.
Serving on the South Carolina team with the South Carolina Department of Social Services to the National Governors Policy Academy, working across 12 states to advance child welfare policy reform.
Providing policy analysis and commentary through media outlets, building on prior work hosting the weekly televised public policy segment with WACH-Fox 57, “The Political Pulse,” where she delivered accessible, rigorous analysis of government actions, state and federal level policy shifts, and legislative developments.
Previously teaching research methods, program evaluation, and advanced policy analysis courses as an adjunct professor at the University of South Carolina, College of Social Work.
Our Civic Strategy Briefings have positioned mission-driven leaders to navigate federal and state disruptions — the PPRF brings that same intelligence into a comprehensive, ready-to-implement system.
These experiences shaped the structure, methodology, and analytical rigor of the Policy & Program Resilience Framework™, ensuring it reflects real-world policy volatility, multi-agency operational challenges, and the decision environments organizations must navigate today.
